Les signataires de ce Manifeste entendent « mettre le livre et la lecture au coeur du débat public relatif à l’impact de la réforme des collectivités territoriales sur les politiques culturelles. » .
Rappelant des faits et des vérités qui vont mieux en les disant : l’avant et l’après 1982 pour ce qui est des financements publics de la culture ; la part aujourd’hui incontournable des collectivités ; les atteintes aux compétences ou aux financements de celles-ci ; un nécessaire renforcement de la place du livre dans les politiques culturelles publiques…
C’est par cinq demandes clés au Gouvernement et au Parlement que se finalise ce texte :
1. Renforcer la place du livre et de la lecture dans les politiques culturelles ;
2. affirmer, dans la loi, le rôle des collectivités territoriales en matière culturelle, et en particulier dans le domaine du livre et de la lecture, à chacun des échelons territoriaux ;
3. Assurer aux collectivités territoriales les moyens de maintenir des financements publics en matière culturelle, y compris par la mise en oeuvre de dotations spécifiques ;
4. Garantir l’engagement de l’État dans les projets culturels des territoires via les subventions gérées par les directions régionales des affaires culturelles (Drac) et de s’engager à maintenir les crédits centraux des ministères qu’il consacre à la culture dans les territoires ;
5. Reconnaître le rôle très spécifique des structures régionales pour le livre (SRL) dans le dialogue nécessaire entre territoires, professionnels et institutions, en créant un label national des SRL, comme il existe déjà les labels « Scène nationale » ou « Scène de musique actuelle », dont les membres seront réunis dans le réseau national de la Fill.
